Mustafa Mahamoud serves as the Director General of Somalia’s National Independent Human Rights Commission (NIHRC), bringing over a decade of distinguished public service and institutional leadership to the role. His career spans governance, regulatory reform, and international cooperation, grounded in a strong commitment to accountability, transparency, and the protection of human dignity.

Mr. Mahamoud has built his professional reputation within complex public sector environments where institution-building and regulatory integrity are paramount. Prior to his appointment to the Commission, he held senior technical leadership roles in Somalia’s civil aviation sector, serving as a Senior Air Transport Expert responsible for economic regulation, bilateral air service negotiations, tariff framework development, and international policy alignment. His work strengthened Somalia’s compliance with global standards of the International Civil Aviation Organization (ICAO) and enhanced the country’s international connectivity.

These experiences shaped his governance philosophy — rules-based, transparent, and internationally aligned — principles he now applies in the human rights sector.

As Director General of the NIHRC, Mr. Mahamoud leads the Commission’s administrative, technical, and operational development during its foundational phase. Established under Article 41 of the Provisional Constitution, the Commission represents Somalia’s first independent national human rights institution. He oversees strategic planning, institutional systems development, partnership engagement, and program implementation, guiding the Commission toward becoming a professional, credible, and effective guardian of human rights for all Somalis.

A key pillar of his leadership is international engagement. Mr. Mahamoud has represented Somalia in numerous multilateral and regional forums across Africa, the Gulf region, and global institutions. He now leverages this diplomatic and technical experience to strengthen cooperation with African, Arab, and United Nations human rights mechanisms, ensuring alignment with the Paris Principles and integration into the broader international human rights system.
