Building Trust in Institutions: The Human Rights Vision of Ali Mohamed Elmi
Ali Mohamed Elmi is a figure whose career is built on consistency, competence, and deep institutional memory. Over the past fifteen years, he has worked at the heart of government systems, navigating the demands of policymaking and public accountability.
His most defining chapter began in 2014 when he became the Director of Public Relations, Dialogue, and Outreach at the Somali Federal Parliament. He crafted information strategies and facilitated public dialogues, opening a historically opaque institution to the public. Previously, he served in Puntland’s Ministry of Women Development and Family Affairs as Director of Planning and M&E.
Ali holds a Master’s degree in Public Administration and Management and a Professional Diploma in Law. His expertise in analysis deepened as a Focal Point for the Food Security and Nutrition Analysis Unit (FSNAU), ensuring assessments did not overlook the vulnerabilities of women and rural households.
Ali enters this new role as a committed servant of public institutions, ready to help the NIHRC transition into a body that is trusted by citizens and respected by government agencies.
