On Sunday, 6 September 2026, the Chairperson of the National Independent Human Rights Commission (NIHRC), Dr. Maryan Qasim Ahmed, announced the appointment of four new department directors within the Commission.
The appointments strengthen the Commission’s leadership across its core functions. Below, we introduce each of the newly appointed directors and the department they will lead.
Maqdis Abdullahi Omar
Director, Monitoring, Research and Reporting Department
Maqdis Abdullahi Omar leads the department responsible for monitoring the human rights situation, conducting research and producing the Commission’s reports.
Mohamed Hassan Abshir
Director, Human Rights Protection, Promotion and Training Department
Mohamed Hassan Abshir leads the department responsible for protecting and promoting human rights and for delivering training and awareness programmes.
Abdirisaq Hassan Macalin
Director, Complaints, Investigations and Legal Services Department
Abdirisaq Hassan Macalin leads the department responsible for receiving and investigating complaints and for providing the Commission’s legal services.
Abdirahman Aden Mohamed
Director, Human Resources and ICT Department
Abdirahman Aden Mohamed leads the department responsible for the Commission’s human resources and information and communication technology.
Message from the Chairperson
The Chairperson urged the newly appointed directors to carry out their duties efficiently and with a strong sense of responsibility, and to uphold the principles of transparency, accountability and the Commission’s independence, in order to strengthen the Commission’s role in protecting and promoting human rights across the country.
